The XRP Ledger is fully public — every wallet balance is visible to anyone. The top addresses are dominated by Ripple escrow wallets and major exchanges like Binance and Bithumb, which hold XRP on behalf of millions of customers, not as individual holders. When you exclude escrow and exchange custody wallets, the retail distribution is far less concentrated than the raw numbers suggest.
